太阳纸业为什么强?
答案藏在一根纤维里
穿透“林—浆—纸”,拆解一根纤维如何被配置成成本、产品、创新与资本回报
拥有林地、浆厂和纸机,只能证明产业链更长;能够判断一根纤维应当在哪里制浆、制成什么浆、进入哪种纸、服务哪个市场,并最终获得更好的现金回报,才是真正的林浆纸一体化能力。
在中国造纸协会2025年重点企业产量榜中,太阳控股位列第二。同期,国家统计局口径下的机制纸及纸板产量同比增长2.9%,规模以上造纸和纸制品业营业收入下降2.6%,利润总额下降13.6%。就在这种“量增利减”的环境里,上市公司太阳纸业实现营业收入391.92亿元,虽同比下降3.77%,归母净利润却增长4.82%至32.51亿元;全年还有8台纸机、3条浆线投产。
这组反差说明太阳纸业具备较强的成本与运营韧性,但不能被简单解释成“所有经营环节都在改善”。其2025年扣非归母净利润为31.92亿元,同比下降1.33%;纸品售价下行、原材料同步回落、精益降本、财务费用下降以及非经常性损益变化,共同影响了最终利润。专业分析的重点,不是只看利润创新高,而是识别利润由哪些能力构成、能否持续。
还必须先校准三个统计口径:中国造纸协会重点企业榜使用的是“太阳控股”集团口径;太阳纸业年报披露的814万吨产量、799万吨销量,是上市公司纸制品口径;年末超过1400万吨则是浆与纸合计的年产能。集团与上市公司、产量与销量、纸产能与浆纸总产能,回答的是不同问题,不能相加或相互替代。
穿过这些数字,太阳纸业最值得研究的能力逐渐清晰:它不是单纯把产业链向上游延伸,而是在山东、广西、老挝三大基地之间,组织多种纤维、多种浆品、多类纸种和多个市场,让资源价值尽可能流向更合适的产品与场景。

01 · FIBER ECONOMICS
第一层:控制原料不是终点,获得纤维选择权才是
造纸企业讨论林浆纸一体化,最容易落入“拥有上游资源就一定低成本”的误区。真实的成本优势必须经过木片到厂价、纤维得率、蒸煮与漂白效率、化学品和能源消耗、折旧、物流、开机率以及浆料品质替代率共同验证。
太阳纸业2025年浆及纸制品营业成本中,原材料占78.36%,能源动力占10.43%,二者合计接近九成。这意味着,任何关于原料、制浆、能源和配方的系统改善,都会比单点节约更深地影响吨纸成本;也意味着即使拥有自制浆,若木片成本、浆得率或装置负荷不理想,优势同样可能被削弱。
太阳纸业的价值在于,不只配置一种纤维或一种浆。化学浆、化机浆、溶解浆、本色浆以及再生纤维,分别对应强度、松厚度、洁净度、白度、可加工性和成本的不同组合。多种浆品与多类纸机共存,使企业能够根据纸种性能、原料价差和市场变化调整纤维去向。
专业判断
太阳的原料护城河不宜只用“自给率”描述。更准确的指标是纤维选择权:在保证产品性能的前提下,企业能否以更低的合格纤维完全成本,在自制浆、商品浆、再生纤维和不同浆种之间进行替代与组合。
02 · THREE-BASE NETWORK
第二层:三大基地不是地图布局,而是价值链分工
山东、广西、老挝三大基地的意义,不是把同一套工厂复制三遍,而是让不同环节靠近最合适的资源、基础设施、客户和市场。
山东基地沉淀了总部管理、研发、成熟产品、客户服务和高端纸种能力,覆盖文化纸、涂布包装纸板、工业包装纸、生活用纸、溶解浆和特种纸等产品;兖州、颜店、邹城宏河三个园区又形成不同的产业承载空间。
广西基地以北海、南宁“双园驱动”,更接近海运木片、华南消费市场与东南亚通道。2025年纸制品产销量增长主要来自南宁新产能;2026年获批推进的南宁提质增效项目,又把自制本色浆与特种纸放在同一园区匹配。
老挝基地自2008年启动林浆纸一体化布局,承担长期原料资源与跨境供应链功能。其战略价值不只是提供木片或木浆,而是增加资源来源的纵深;同时也要面对林木培育周期、跨境物流、汇率和当地政策等变量。
2025年太阳纸业境外销售收入增长82.99%,但占总收入仍只有3.61%。这说明“出海倍增”已出现增速信号,却仍处在从国内龙头向更均衡全球销售结构迁移的早期阶段。三大基地能否进一步转化为海外客户、稳定渠道和本地化服务,是下一阶段的重要检验。
三大基地真正的协同,不是内部交易量越大越好,而是每一个环节都被放在综合成本和市场响应更优的位置:资源靠近产地,浆线匹配纸机,纸机靠近客户,研发与服务贴近高价值应用。
03 · PRODUCT PORTFOLIO
第三层:多产品不是“品类多”,而是多条价值曲线
太阳纸业提出“产业用纸、生物质新材料、快速消费品”三大板块和“四三三”长期战略。需要特别说明,“四三三”指向的是未来利润格局目标,并不是目前已经实现的收入、产能或利润占比。
2025年,牛皮箱板纸收入113.74亿元,占总收入29.02%,同比增长4.05%,毛利率17.71%;双胶纸收入81.97亿元,同比下降8.53%,毛利率10.59%;铜版纸收入38.05亿元,同比下降7.92%;生活用纸收入26.99亿元,同比增长33.47%;溶解浆收入29.08亿元,同比下降29.06%。
这些数据揭示了产品组合的真实价值:它不能消灭周期,却能把企业从单一周期暴露,转变为文化纸、包装纸、生活用纸、特种纸和生物质材料多条曲线的动态平衡。某一纸种价格承压时,其他品类可能提供销量、毛利或现金流支撑。
但多元化也有边界。不同纸机、浆线和客户认证并不能无限切换,产品越复杂,对研发、质量一致性、销售组织、库存管理和技术服务的要求越高。因此,太阳真正的产品能力不只是“能做很多纸”,而是能让纤维、装备和客户需求形成稳定匹配。
真正的观察点
产品结构升级应当同时看四项结果:高价值产品收入占比、单位毛利、客户认证与复购、不同机台的有效产能利用率。只有“稳定卖出并形成合理回报”,新品类才不是报表中的产品名称。
04 · PROJECT EXECUTION
第四层:能建成只是第一步,快速形成有效产能才是壁垒
2025年,太阳纸业南宁二期、颜店特种纸和兖州溶解浆搬迁改造等项目合计8台纸机、3条浆线投产。其中南宁PM11、PM12两条高档包装纸线分别于8月、10月投产,PM16至PM19四条生活用纸原纸线于11月陆续投产。2026年1月,颜店14万吨特种纸项目二期PM43也已投产。
密集投产说明太阳具备大型工程组织、设备调试和跨基地复制基础,但“投产”不等于“达产”,更不等于“盈利达标”。纸机开机之后,还要经历浆料适配、速度提升、成品率改善、质量稳定、客户导入和订单爬坡,整套过程才决定名义产能能否变成有效产能。
截至信息核验日,颜店60万吨漂白化学浆及配套碱回收项目、70万吨高档包装纸项目仍以“计划2026年三季度试产”的公开口径为准,尚未找到正式试产确认;南宁50万吨本色化学木浆与60万吨特种纸项目计划建设周期约18个月,目标为2027年四季度进入试产。规划、环评、开工、试产、达产必须分别表述。
工程判断
判断项目执行力,不能只看开机时间,还要看达产周期、单位消耗、A级品率、订单覆盖、库存变化和项目资本回报。太阳2025年纸制品库存量增至43万吨,同比增长53.57%,年报解释主要与南宁投产有关;这既是新产能爬坡的自然结果,也是2026年产销协同需要继续消化的变量。
05 · INNOVATION SYSTEM
第五层:创新不是实验室成果,而是提高整根纤维的价值
太阳纸业的创新逻辑可以分成三条线:一是提高原料利用效率,二是把纤维延伸到更高价值材料,三是用数字化提升跨基地运营效率。
在原料端,2026年6月底,公司发明专利“一种利用林木废弃物规模化生产半化学浆的方法”进入第二十六届中国专利优秀奖预获奖公示。该技术利用林木废弃物、杂木和板材下脚料等生产本色高得率浆,价值不只是“废物利用”,更在于为包装纸提供新的强度纤维来源,降低对单一高强再生纤维的依赖。鉴于当时属于评审结果公示,准确表述应为“入选预获奖项目”,而不是将其扩大为已经完成最终授奖。
在材料端,年报披露的在研项目包括微纳纤维素绿色制备、高阻隔可降解环保铜版纸、高强度包装纸及抗湿技术、醋化级桉木天然纤维素等;2026年7月,太阳宏河45万吨天然纤维素技改项目环评文件进入受理公示,规划产品包含高纯度天然纤维素与中卡伯本色浆。它传递出的核心信号,是同一纤维平台正在同时面向生物质材料与高档包装纸浆寻找更优价值出口。
在运营端,公司“面向造纸行业的智能排产及产品调度体系建设”入选工信部2025年度数字化转型典型案例。2026年6月,由太阳纸业及三家关联企业共同申请的“基于图像识别的造纸用木片样品自动化质检方法及系统”专利申请公开,技术路径覆盖木片类型、树皮、异物和等级识别。前者优化订单到物流的跨环节协同,后者把数字化前移到纤维入厂质量端;但专利申请公开不等于已经授权,也不能据此认定相关系统已规模部署。
对多基地、多机台、多规格企业而言,人工智能与工业数据的价值不是技术标签,而是减少原料质量波动、换产损失、库存占用和物流冗余,让“纤维选择权”进一步变成可计算、可调度的经营能力。
太阳的创新壁垒,最终要用产业化结果衡量:每吨木材产出多少可销售价值,研发项目形成多少稳定订单,数字系统减少多少换产、库存与物流损失。专利、课题与案例是能力信号,不等同于已实现的商业收入。
06 · CAPITAL DISCIPLINE
第六层:重资产扩张的终局,必须是现金流与资本回报
2025年末,太阳纸业固定资产达到397.54亿元,占总资产67.85%;投资活动现金净流出78.88亿元,同比扩大42.12%;短期借款79.78亿元、长期借款89.34亿元,二者合计约169.12亿元。资产负债率47.75%,总体仍处于可管理区间,但新增产能已经明显提高了资产使用效率的重要性。
2025年经营活动现金流净额49.56亿元,仍高于归母净利润,但同比下降41.69%。2026年一季度经营现金流回升至8.19亿元,较低基数大幅增长;但扣非归母净利润仅同比增长0.35%,应收票据及应收账款较2025年末增加26.54%。现金流修复是积极信号,却仍需与核心利润、回款、库存和新增项目投入结合观察,不能由单季度数据替代全年自由现金流和完整项目周期。
2026年限制性股票激励计划首次向1468名激励对象授予5965万股,考核条件以2025年扣非归母净利润为基数,要求2026、2027、2028年增长率分别不低于10%、20%、30%。这里的20%和30%均是相对2025年基数的累计增幅,不是每年分别同比增长20%和30%。选择扣非利润作为考核指标,也意味着组织激励更直接地绑定主营经营兑现。
未来两年,判断太阳扩张质量应重点看五项指标:
一看新纸机、新浆线的达产时间与有效产能利用率;
二看纸品库存、应收账款和经营现金流的联动变化;
三看特种纸、功能纸和生物质新材料的收入与毛利贡献;
四看自制浆的完全成本、品质替代率和浆纸平衡;
五看资本开支强度下降后,自由现金流与投入资本回报能否改善。

它的下一步也很清晰:从“拥有完整产业链”走向“提高整条产业链的价值密度”;从文化纸、包装纸和浆品的规模组合,走向特种纸、功能纸、生物质新材料与全球市场的更高价值组合。
但这条路最终仍要接受四项检验:
新增产能能否快速转化为稳定订单和合理库存?
纤维选择权能否持续转化为吨纸成本与品质优势?
功能材料与生物质项目能否形成真实商业收入和客户认证?
利润增长能否同步转化为自由现金流和资本回报?
如果四项继续兑现,太阳的林浆纸一体化就会从成本护城河升级为纤维材料平台;如果兑现不足,密集投产也会把折旧、库存、负债和组织复杂度同时放大。
太阳纸业最深的能力,不是拥有一根更便宜的纤维,而是让每一根纤维在正确的基地、正确的产品和正确的市场中,创造更高质量的价值。

Why Is Sun Paper Strong?
The Answer Lies in a Single Fiber
Looking Through the “Forest–Pulp–Paper” Chain to Decode How a Single Fiber Is Allocated into Cost, Products, Innovation, and Capital Returns
Owning forestland, pulp mills, and paper machines only proves that the industrial chain is longer; true forest-pulp-paper integration lies in determining where a fiber should be pulped, what type of pulp it should become, which paper grade it should enter, which market it should serve, and ultimately how it can generate better cash returns.
In the China Paper Association’s 2025 production ranking of key enterprises, Sun Holdings ranked second. During the same period, under National Bureau of Statistics reporting, output of machine-made paper and paperboard increased 2.9% year over year, while operating revenue of paper and paper products enterprises above designated size declined 2.6% and total profit fell 13.6%. Against this backdrop of “higher volume but lower profit,” listed company Sun Paper recorded operating revenue of RMB 39.192 billion, down 3.77% year over year, while net profit attributable to shareholders of the parent increased 4.82% to RMB 3.251 billion; 8 paper machines and 3 pulp lines also commenced production during the year.
This contrast indicates that Sun Paper has strong cost and operational resilience, but it should not be simplistically interpreted as evidence that “all aspects of operations are improving.” Its 2025 net profit attributable to shareholders of the parent excluding non-recurring gains and losses was RMB 3.192 billion, down 1.33% year over year; lower paper selling prices, concurrent declines in raw material costs, lean cost reduction, lower finance expenses, and changes in non-recurring gains and losses collectively affected final profit. The focus of professional analysis is not merely that profit reached a record high, but which capabilities generated that profit and whether they are sustainable.
Three statistical scopes must also be aligned first: the China Paper Association’s key-enterprise ranking uses the “Sun Holdings” group scope; the 8.14 million metric tons of output and 7.99 million metric tons of sales disclosed in Sun Paper’s annual report are based on the listed company’s paper products scope; and the more than 14 million metric tons at year-end refers to combined annual pulp and paper production capacity. The group versus the listed company, output versus sales, and paper capacity versus total pulp-and-paper capacity answer different questions and cannot be added together or substituted for one another.
Looking beyond these figures, Sun Paper’s most research-worthy capability becomes increasingly clear: rather than simply extending its industrial chain upstream, it organizes multiple fiber sources, pulp grades, paper grades, and markets across its three major production bases in Shandong, Guangxi, and Laos, directing resource value as much as possible toward the products and applications where it is best suited.

01 · FIBER ECONOMICS
Layer One: Controlling Raw Materials Is Not the End Goal; Securing Fiber Optionality Is
When paper companies discuss forest-pulp-paper integration, they can easily fall into the misconception that “owning upstream resources necessarily means lower costs.” A genuine cost advantage must be validated collectively through delivered wood-chip cost, fiber yield, cooking and bleaching efficiency, chemical and energy consumption, depreciation, logistics, operating rates, and the substitution capability of pulp quality.
In Sun Paper’s 2025 operating costs for pulp and paper products, raw materials accounted for 78.36% and energy and utilities for 10.43%, together approaching 90%. This means that systematic improvements in raw materials, pulping, energy, and furnish formulation can affect cost per metric ton of paper more profoundly than isolated savings; it also means that even with captive pulp production, the advantage can still be weakened if wood-chip costs, pulp yield, or equipment utilization are unfavorable.
Sun Paper’s value lies in configuring more than one type of fiber or pulp. Chemical pulp, chemi-mechanical pulp, dissolving pulp, unbleached pulp, and recycled fiber each provide different combinations of strength, bulk, cleanliness, brightness, processability, and cost. The coexistence of multiple pulp grades and multiple types of paper machines enables the company to redirect fibers according to paper-grade performance requirements, raw material price spreads, and market changes.
Professional Assessment
Sun Paper’s raw-material moat should not be described solely in terms of “self-sufficiency.” A more accurate metric is fiber optionality: while maintaining product performance, can the company substitute and combine captive pulp, market pulp, recycled fiber, and different pulp grades at a lower total cost of qualified fiber?
02 · THREE-BASE NETWORK
Layer Two: The Three Major Production Bases Are Not a Geographic Layout, but a Division of Labor Across the Value Chain
The significance of the three major production bases in Shandong, Guangxi, and Laos is not to replicate the same factory three times, but to position different stages closer to the most suitable resources, infrastructure, customers, and markets.
Shandong Base The Shandong base has accumulated capabilities in headquarters management, R&D, established products, customer service, and high-end paper grades, covering products including printing and writing paper, coated packaging paperboard, industrial packaging paper, tissue, dissolving pulp, and specialty paper; the Yanzhou, Yandian, and Zoucheng Honghe industrial parks also provide differentiated industrial capacity.
Guangxi Base Driven by the dual industrial parks in Beihai and Nanning, the Guangxi base is closer to seaborne wood chips, the South China consumer market, and routes to Southeast Asia. Growth in paper products output and sales in 2025 came mainly from new capacity in Nanning; the Nanning quality-and-efficiency enhancement project approved for advancement in 2026 further aligns captive unbleached pulp and specialty paper within the same industrial park.
Laos Base Sun Paper began developing its integrated forest-pulp-paper operations in Laos in 2008, with the base serving long-term raw material resources and cross-border supply-chain functions. Its strategic value lies not only in supplying wood chips or wood pulp, but also in adding depth to the company’s resource sourcing; at the same time, it must contend with variables including forest cultivation cycles, cross-border logistics, exchange rates, and local policies.
Sun Paper’s overseas sales revenue increased 82.99% in 2025, but still accounted for only 3.61% of total revenue. This indicates that “rapid overseas expansion” has begun to show a growth signal, but the company remains at an early stage of transitioning from a domestic leader toward a more balanced global sales structure. Whether the three major production bases can be further converted into overseas customers, stable channels, and localized services will be an important test in the next stage.
The true synergy among the three major production bases is not about maximizing internal transaction volume, but about placing each link where overall cost and market responsiveness are superior: resources close to their origins, pulp lines matched with paper machines, paper machines close to customers, and R&D and service close to high-value applications.
03 · PRODUCT PORTFOLIO
Layer Three: Multiple Products Are Not About “More Categories,” but Multiple Value Curves
Sun Paper has established three major business segments—industrial paper, biomass-based new materials, and fast-moving consumer goods—and a long-term “4-3-3” strategy. It is important to clarify that “4-3-3” refers to a target future profit mix, not a revenue, capacity, or profit mix that has already been achieved.
In 2025, kraft linerboard generated revenue of RMB 11.374 billion, accounting for 29.02% of total revenue, up 4.05% year over year, with a gross margin of 17.71%; uncoated woodfree paper generated RMB 8.197 billion, down 8.53% year over year, with a gross margin of 10.59%; coated paper generated RMB 3.805 billion, down 7.92% year over year; tissue generated RMB 2.699 billion, up 33.47% year over year; and dissolving pulp generated RMB 2.908 billion, down 29.06% year over year.
These figures reveal the real value of a product portfolio: it cannot eliminate cycles, but it can shift the company from exposure to a single cycle toward a dynamic balance across multiple curves spanning printing and writing paper, packaging paper, tissue, specialty paper, and biomass-based materials. When pricing for one paper grade comes under pressure, other categories may provide support through sales volume, gross margin, or cash flow.
Diversification also has limits. Different paper machines, pulp lines, and customer qualifications cannot be switched without constraint, and greater product complexity raises the requirements for R&D, quality consistency, sales organization, inventory management, and technical service. Sun Paper’s true product capability therefore lies not merely in “being able to make many kinds of paper,” but in creating stable alignment among fibers, equipment, and customer requirements.
What Really Matters
Product-mix upgrading should be evaluated against four outcomes simultaneously: the revenue share of high-value products, unit gross profit, customer qualification and repeat purchasing, and effective capacity utilization across different machines. A new category is more than a product name in financial disclosures only when it can be “sold consistently and generate reasonable returns.”
04 · PROJECT EXECUTION
Layer Four: Completing Construction Is Only the First Step; Rapidly Converting It into Effective Capacity Is the Real Barrier
In 2025, projects including Sun Paper’s Nanning Phase II, Yandian specialty paper, and Yanzhou dissolving pulp relocation and upgrade collectively brought 8 paper machines and 3 pulp lines into operation. At Nanning, the two high-grade packaging paper lines PM11 and PM12 commenced production in August and October, respectively, while four tissue parent-roll lines, PM16 through PM19, were successively commissioned in November. In January 2026, PM43 under Phase II of the 140,000-metric-ton Yandian specialty paper project also commenced production.
The concentrated commissioning schedule demonstrates Sun Paper’s foundation in large-scale project organization, equipment commissioning, and cross-base replication, but “commissioning” does not equal “reaching design capacity,” much less “meeting profitability targets.” After a paper machine starts up, it must still progress through furnish optimization, speed ramp-up, yield improvement, quality stabilization, customer onboarding, and order ramp-up; this entire process determines whether nameplate capacity can become effective capacity.
As of the information verification date, the Yandian 600,000-metric-ton bleached chemical pulp and supporting chemical recovery project and the 700,000-metric-ton high-grade packaging paper project remain subject to the publicly stated schedule of “planned trial production in the third quarter of 2026,” with no formal confirmation of trial production identified to date; the Nanning 500,000-metric-ton unbleached chemical wood pulp and 600,000-metric-ton specialty paper project has a planned construction period of approximately 18 months and targets trial production in the fourth quarter of 2027. Planning, environmental impact assessment, construction commencement, trial production, and achievement of design capacity must be described separately.
Project Execution Assessment
Project execution should not be judged solely by start-up dates, but also by ramp-up periods, unit consumption, Grade A product yield, order coverage, inventory changes, and project returns on capital. Sun Paper’s paper products inventory increased to 430,000 metric tons in 2025, up 53.57% year over year; the annual report attributed the increase mainly to the commissioning of the Nanning capacity. This is both a natural consequence of new-capacity ramp-up and a variable that production-sales coordination must continue to absorb in 2026.
05 · INNOVATION SYSTEM
Layer Five: Innovation Is Not a Laboratory Outcome, but a Means of Increasing the Value of the Entire Fiber
Sun Paper’s innovation logic can be divided into three tracks: improving raw material utilization efficiency, extending fibers into higher-value materials, and using digitalization to improve cross-base operating efficiency.
On the raw-material side, at the end of June 2026, the company’s invention patent, “A Method for Large-Scale Production of Semi-Chemical Pulp Using Forestry Waste,” entered the public notice of projects proposed to receive the Excellence Award of the 26th China Patent Awards. The technology uses forestry waste, miscellaneous wood, panel-processing offcuts, and other materials to produce unbleached high-yield pulp. Its value lies not merely in “waste utilization,” but in providing a new source of strength fiber for packaging paper and reducing dependence on a single source of high-strength recycled fiber. Because the result was still under public notice at the time, the accurate wording is “selected as a proposed award recipient,” rather than expanding the statement to imply that the final award had already been granted.
On the materials side, R&D projects disclosed in the annual report include green preparation of micro- and nanocellulose, high-barrier biodegradable environmentally friendly coated paper, high-strength packaging paper and wet-strength technology, and acetylation-grade eucalyptus natural cellulose. In July 2026, the environmental impact assessment documents for Sun Honghe’s 450,000-metric-ton natural cellulose technical upgrade project entered the acceptance-publication stage, with planned products including high-purity natural cellulose and medium-Kappa unbleached pulp. The core signal is that the same fiber platform is simultaneously seeking higher-value outlets in biomass-based materials and high-grade packaging pulp.
On the operations side, the company’s “Development of an Intelligent Production Scheduling and Product Dispatching System for the Papermaking Industry” was selected as a 2025 digital transformation exemplary case by the Ministry of Industry and Information Technology. In June 2026, a patent application jointly filed by Sun Paper and three affiliated companies for an “Automated Quality Inspection Method and System for Papermaking Wood-Chip Samples Based on Image Recognition” was published, with a technical approach covering identification of wood-chip types, bark, foreign matter, and grades. The former optimizes cross-process coordination from orders to logistics, while the latter moves digitalization upstream to incoming fiber quality control; however, publication of a patent application does not mean that a patent has been granted, nor does it establish that the relevant system has been deployed at scale.
For an enterprise operating multiple production bases, machines, and specifications, the value of artificial intelligence and industrial data is not as a technology label, but in reducing raw material quality variability, grade-change losses, inventory tied up, and logistics redundancy, thereby further converting “fiber optionality” into a quantifiable and schedulable operating capability.
Sun Paper’s innovation barrier must ultimately be measured by commercialization outcomes: how much saleable value is generated per metric ton of wood, how many stable orders emerge from R&D projects, and how much grade-change, inventory, and logistics loss digital systems eliminate. Patents, research projects, and case studies are signals of capability; they are not equivalent to realized commercial revenue.
06 · CAPITAL DISCIPLINE
Layer Six: The Endgame of Capital-Intensive Expansion Must Be Cash Flow and Returns on Capital
At year-end 2025, Sun Paper’s fixed assets reached RMB 39.754 billion, accounting for 67.85% of total assets; net cash outflow from investing activities was RMB 7.888 billion, widening 42.12% year over year; short-term borrowings were RMB 7.978 billion and long-term borrowings RMB 8.934 billion, totaling approximately RMB 16.912 billion. The debt-to-asset ratio was 47.75%, still within a generally manageable range, but the addition of new capacity has clearly increased the importance of asset utilization efficiency.
Net cash flow from operating activities was RMB 4.956 billion in 2025, still above net profit attributable to shareholders of the parent, but down 41.69% year over year. In the first quarter of 2026, operating cash flow recovered to RMB 819 million, increasing sharply from a low base; however, net profit attributable to shareholders of the parent excluding non-recurring gains and losses increased only 0.35% year over year, while notes receivable and accounts receivable increased 26.54% from year-end 2025. The cash-flow recovery is a positive signal, but it must still be assessed together with core earnings, collections, inventory, and investment in new projects; a single quarter cannot substitute for full-year free cash flow and a complete project cycle.
Under the 2026 restricted stock incentive plan, an initial grant of 59.65 million shares was made to 1,468 incentive recipients. Using 2025 net profit attributable to shareholders of the parent excluding non-recurring gains and losses as the base, the performance conditions require growth rates of no less than 10%, 20%, and 30% in 2026, 2027, and 2028, respectively. The 20% and 30% figures are both cumulative increases relative to the 2025 base, not separate year-over-year growth rates of 20% and 30% in each respective year. The use of adjusted net profit as the performance metric also means that organizational incentives are more directly tied to delivery by the core business.
Over the next two years, the quality of Sun Paper’s expansion should be assessed primarily against five metrics:
First, the time required for new paper machines and pulp lines to reach design capacity and their effective capacity utilization rates;
Second, the interaction among paper inventory, accounts receivable, and operating cash flow;
Third, the revenue and gross-profit contributions of specialty paper, functional paper, and biomass-based new materials;
Fourth, the total cost of captive pulp, quality substitution rate, and pulp-paper balance;
Fifth, whether free cash flow and return on invested capital can improve after capital expenditure intensity declines.

Six Latest Signals Point to the Same Capability Upgrade
January 2026 | Specialty Paper Continues to Come Onstream
PM43 under Phase II of the 140,000-metric-ton Yandian specialty paper project commenced production, further strengthening the Shandong base’s platform for high-end and differentiated products.
March 2026 | Green Manufacturing Validation
Guangxi Sun Paper was included on the Ministry of Industry and Information Technology’s 2025 National Green Factory list, reflecting national-level recognition of the Beihai base in energy, resources, cleaner production, and green product systems.
April to June 2026 | Digitalization Moves Upstream to Raw Materials
The intelligent production scheduling and product dispatching system was selected as an exemplary case under the Ministry of Industry and Information Technology’s “Digital Three Products” initiative; the patent application for machine-vision inspection of wood chips was subsequently published. June to July 2026 | Organizational Incentives Tied to Profit Targets
The initial grant under the restricted stock incentive plan was completed, covering 1,468 management personnel and core technical and business employees, with vesting conditions directly linked to three-year adjusted profit targets.
Late June 2026 | Higher-Value Utilization of Low-Value Fiber
The patent for large-scale production of semi-chemical pulp from forestry waste entered the public notice of projects proposed to receive the China Patent Excellence Award, pointing to a resource-substitution pathway for strength fiber used in packaging paper.
July 2026 | Further Adjustment of the Nanning Product Mix
The company’s board approved investment of no more than RMB 5 billion to construct projects for 500,000 metric tons of unbleached chemical wood pulp and 600,000 metric tons of specialty paper. The originally planned 300,000 metric tons of unbleached pulp and 600,000 metric tons of plastic-substitution paper were adjusted, reflecting greater alignment with captive pulp and an upgrade toward specialty paper; the project targets trial production in the fourth quarter of 2027 and cannot currently be counted as commissioned capacity.
CONCLUSION
Forest-Pulp-Paper Is the Form,
Value Allocation Is the Answer
Sun Paper’s true strength lies not merely in connecting forest, pulp, and paper, but in continuing to convert that integration into six outcomes: greater raw-material optionality, a lower total cost of qualified fiber, more rational specialization across production bases, a richer set of product value curves, faster project replication, and stronger resilience through industry cycles.
Its next step is equally clear: moving from “owning a complete industrial chain” to “increasing the value density of the entire industrial chain”; and from a scale-based combination of printing and writing paper, packaging paper, and pulp products toward a higher-value mix of specialty paper, functional paper, biomass-based new materials, and global markets.
But this path must ultimately pass four tests:
Can new capacity be rapidly converted into stable orders and reasonable inventory levels?
Can fiber optionality continue to translate into cost-per-metric-ton and quality advantages?
Can functional materials and biomass-based projects generate real commercial revenue and customer qualifications?
Can profit growth translate concurrently into free cash flow and returns on capital?
If all four continue to be delivered, Sun Paper’s forest-pulp-paper integration will evolve from a cost moat into a fiber materials platform; if delivery falls short, intensive capacity additions will simultaneously amplify depreciation, inventory, debt, and organizational complexity.
Sun Paper’s deepest capability is not owning a cheaper fiber, but enabling every fiber to create higher-quality value at the right production base, in the right product, and in the right market.
