造纸产业链涨价函的技术洞察
涨价函不是结果:造纸行业真正要“涨”的是什么?
涨价不是纸厂与客户的零和冲突:成本透明、产品价值和服务兑现,决定价格能否形成长期合作。
合理调价要同时保护两端:让纸厂覆盖真实成本、维持稳定供给,也让客户获得更低损耗、更稳质量和更可靠交付;双方总成本和现金效率改善,价格才可持续。
价格是供应链配置纤维、能源、产能和服务资源的信号。纸厂把调价与质量、交期、效率和可持续产品一起交付,客户才更容易从“吨价冲突”转向“总使用价值”判断。
本文不判断任何企业应涨多少,也不倡议协同涨价;只讨论价格为什么变化、企业如何独立定价,以及上下游怎样用订单、质量、服务、现金和满意度验证调价。

01 · 三层价格信号
三层价格信号,要分开读
6月行业PPI同比下降0.1%,7月转为上涨1.2%,但1—7月累计仍下降1.2%。8月中旬,瓦楞纸(AA级120g)流通价较上旬上涨0.5%,进口针叶浆上涨0.9%。
同期,7月制造业新订单指数为48.5%,仍低于临界点。它不是造纸行业订单指数,却提醒市场:价格转暖,不等于全部终端需求已经同步走强。

第一层|通知信号:企业为什么提出涨价
2026年8月10日,玖龙多个基地向客户发出分纸种、分日期的价格调整通知。将可核验原件合并后,近期信息可以压缩成一张经营卡。
近期与待执行调价信息汇总|截至2026年8月24日
通知日期已到/当日|玖龙泉州、东莞、湖北等基地以及山鹰部分基地,已按通知日期分纸种提出上调50元/吨。
8月25日|玖龙泉州地龙牛卡、东莞地龙优质V牛卡/地龙牛卡、北海地龙优质V牛卡;山鹰浙江/安徽/宿州基地金杉与红杉;东莞建晖优质牛卡,通知幅度均为50元/吨。
8月26日|山鹰广东基地金杉、红杉提出上调50元/吨。
8月28日|玖龙东莞江龙牌灰底白板、东莞建晖涂布灰底白板所有品牌提出上调50元/吨。
9月7日|玖龙东莞地龙牌与玖龙牌灰底白板提出上调50元/吨。
函件将原因表述为原材料及其他综合成本持续上升、集团运营成本居高不下。它证明企业提出报价安排,不证明所有纸种、客户和日期都已完成净价兑现。

第二层|市场信号:价格有没有开始移动
同一规格瓦楞纸流通监测价从7月上旬3216.3元/吨升至中旬3263.2元/吨,7月下旬为3260.2元/吨,8月上旬回落到3212.4元/吨,8月中旬再回升到3228.8元/吨。
这不是单边上涨,而是“上行—回落—小幅修复”。它说明流通市场正在重新寻找价格,却不能代替纸厂出厂价和客户净成交价。
第三层|经营信号:价差和利润有没有留下
近期官方消息卡|玖龙8月20日盈利预告
截至2026年6月30日止年度,集团预计盈利39亿—41亿元,同比增长77.1%—86.2%。公司称增长主要由销量提升带动,产品售价涨幅和速度明显高于原材料成本升幅,从而推动毛利增长。
该公告是未经审计的初步评估,但已经比一张涨价函更接近经营结果;它仍不能证明某一纸种或某一轮通知完全兑现。

02 · 价格形成
纸价涨跌,背后是什么
驱动一|成本发生了可持续变化
纤维、能源、化学品、物流、环保运行和资金占用共同构成纸厂成本。成本上涨可以形成调价必要性,却不能用一句“原料都涨了”概括所有纸种。
7月木材及纸浆类购进价格同比下降0.5%、1—7月累计下降2.0%;8月中旬进口针叶浆较上旬上涨0.9%,山西优混煤上涨2.5%。长周期同比、短周期环比和纸种纤维结构并不一致,企业需要展示自己的成本桥。
驱动二|供需和库存允许价格传导
订单增加、库存下降、纸机检修或高成本产能退出,会改变短期供给;新产能释放、复产、库存积累或终端订单走弱,又会形成降价压力。涨价函和停机安排属于领先信号,订单、库存、开机率和复产后的价格才提供确认。
驱动三|产品为客户创造了可验证价值
客户接受更高净价,不只看纸厂成本,也看替代供给和使用结果。质量更稳定、断纸和停机更少、加工损耗更低、交付更可靠,都会降低客户综合使用成本。
低克重不是简单少用纤维,而是减少投入后仍完成同一包装任务。原纸指标合格,不自动等于瓦楞纸板或成箱后的性能达标。

驱动四|交易条件和风险重新定价
同样的吨价,在现款、长账期、到厂价、出厂价、固定规格与特规订单中,经营结果可能完全不同。运费、返利、账期、最低起订量、质量索赔和交付波动,都会改变净价和现金。
纸价下跌也有逻辑:原料回落、新产能释放、订单减弱、库存积累、替代增加,或企业以折扣、返利和账期让利争取销量。判断涨跌,不能只看报价单方向。
纸上谈兵·数说本质:为什么很少见“降价函”?
涨价函常用来统一调整报价基准和生效时间;降价则更常由销售人员通过新报价、折扣、返利、账期或客户协商快速传递,既能促成订单,也保留客户与区域差异。看不到降价函,不等于价格没有下降——客户最终净价可能已经通过这些交易条件回落。
03 · 有效调价
怎样制定一轮有效调价
第一步|固定比较对象
按客户、纸种、规格、交付地、税运、账期和服务条件建立基准。没有同口径基准,通知价、平均售价和客户净价无法比较。
第二步|建立成本桥
把纤维、能源、化学品、运费、人工、质量损失和资金占用逐项拆开。短期接单看增量现金成本,持续开机看工厂现金成本,长期定价与投资看制造完全成本;融资和资本开支另表观察。

第三步|测订单、库存和替代供给
至少形成三种情景:净价提高且订单稳定;净价提高但销量回落;涨幅无法兑现、以折扣或账期回吐。客户留存、开机率、库存和产品结构必须放在同一张经营检查表。
第四步|把客户价值写进报价
报价沟通不能只有“我方成本上升”。稳定性、低克重、加工效率、交付保证、合规证据和协同开发,决定客户为什么愿意接受更高净价。不同产品不必使用同一涨幅和节奏。
第五步|独立定价,跟踪兑现
假设通知每吨上调50元,最终同口径净价只增加30元,净价兑现率就是60%。此后还要看订单保留、单位成本、毛利、回款和经营现金。
价格调整应由各经营主体依据自身成本、合同和客户价值独立决定;具有竞争关系的经营者不得达成、实施固定或者变更商品价格等垄断协议。

04 · 供应链共同收益
从价格冲突到共同收益
纸厂涨价与客户控成本天然存在张力,但不必走向零和。真正能化解冲突的,不是把涨价理由说得更强硬,而是让价格调整同时带来供应稳定、质量改善、客户降损和更可持续的产品选择。
第一项|成本可解释
说明是哪个纸种、哪类纤维、能源或服务成本发生变化,采用什么比较期,影响多大。宏观指数、企业实际成本和客户报价必须分开。
第二项|产品价值可衡量
把调价与客户现场结果连接:克重降低后包装任务是否保持,纸板边压、粘合和成箱表现是否稳定,断纸、翘曲、废品与停机是否下降。客户购买的是更稳定的生产结果和更可控的综合成本。
第三项|服务承诺可交接
将准时足量交付、交期波动、紧急订单响应、质量投诉处理和问题闭环时间写进服务指标。价格提高后,客户应当知道获得了怎样的供货保障。
第四项|效率收益可共享
纸厂、纸板厂与终端客户可以围绕需求预测、规格精简、低克重验证、库存配置、换产节奏和损耗数据共同优化。协同不是统一价格,而是在双边合同和独立决策下减少急单、呆滞库存、重复试样和质量损失。
第五项|可持续价值可证据化
再生纤维、低克重、纤维可追溯、节水节能和更易回收的结构,都要落到具体纸种与最终包装验证。绿色标签不能替代强度、加工、回收路径和客户总成本,也不能把破损、废品和食品损耗转移给下游。
从调价到客户满意度|六项复盘
质量稳定|克重、水分、强度与批次波动。
加工效率|断纸、停机、废品与单位损耗。
质量结果|投诉、退货与复购。
交付服务|准时足量交付与交期波动。
响应闭环|异常响应与问题关闭时间。
综合价值|单位包装总成本与可持续证据。
合理调价不是上下游争夺空间,而是用更稳定的产品和服务共同降低系统成本。
05 · 净价与现金
报价上涨,现金为何滞后
山鹰国际披露,2025年原纸销售均价与单位成本差额为94.34元/吨,同比收窄32.74%;造纸板块毛利率为3.22%。它说明售价、成本和毛利并不会自动同向变化。

玖龙纸业在截至2025年12月31日止六个月的中期报告中披露,销量增长8.3%、平均售价增长2.7%,毛利率由9.5%升至约14.4%;公司解释,售价上升与原料成本下降共同改善了毛利。它不是自然年2026年上半年,也不是行业平均。

现金还要再过一关。应收、存货和应付变化,要连同经营活动现金流、必要资本开支和利息负担一起看。没有同口径纸业分部现金流和销量时,不宜计算“单吨经营现金流”。
06 · 长期能力
价格修复如何变成能力
新增现金往往要先补营运资金、付利息和维持产能;持续投向质量、资源效率、量产速度和交付可靠性的资金,并在良率、单位消耗、复购和准时交付上兑现,才会变成下一轮客户可验证的价值。

Smurfit Westrock在2025年年报中披露:部分客户合同虽含价格调整条款,仍未必足以覆盖成本上涨;在瓦楞和消费包装业务中,即便能够实施提价,从原料上涨到客户价格兑现通常仍有约3—6个月时滞。它不是中国市场规则,却揭示价格传导需要时间。

三种容易看错的“涨价”
净价提高但销量、客户留存或开机率明显下降,可能只是收缩中的价格修复。毛利改善主要来自原料回落,可能更多是周期红利。利润增长但经营现金没有同步改善、应收回收期或库存周转天数拉长,仍可能停在账面改善。
纸上谈兵·数说本质
合理价格不是上下游争夺利润,而是让资源流向更稳定、更高效、更可持续的产品与服务,再由订单、客户满意度和现金共同验证。

理解涨价逻辑,不是抗拒涨价。健康的造纸产业链需要合理价格,让纸厂能够稳定采购、维护设备、保障环保运行、提升质量并持续创新;客户也需要价格变化有清楚对象、成本依据、服务承诺和可验证收益。

Price-Increase Notices Are Not the Outcome:What Really Needs to Improvein the Paper Industry?
A price increase need not be a zero-sum conflict between paper mills and customers. Cost transparency, product value and reliable service delivery determine whether a price adjustment can support a long-term partnership.
A sound price adjustment must protect both sides: paper mills need to cover genuine costs and maintain stable supply, while customers should receive lower losses, more consistent quality and more reliable delivery. Pricing is sustainable only when total cost and cash efficiency improve across the relationship.
Price is a signal that allocates fibre, energy, capacity and service resources across the supply chain. When paper mills pair a price adjustment with quality, lead-time reliability, efficiency and sustainable products, customers can move from a narrow “price-per-tonne dispute” to an assessment of total value in use.
This article does not judge how much any company should raise prices, nor does it advocate coordinated price increases. It examines only why prices change, how companies make independent pricing decisions, and how mills and customers can test a price adjustment through orders, quality, service, cash generation and customer satisfaction.

Important boundary:PPI, monitored market prices, a company’s average selling price and the customer’s net transaction price are different measures. Industry profit growth also cannot be attributed to price increases alone.
01 · THREE PRICE SIGNALS
Read the Three Price Signals Separately
The industry PPI fell 0.1% year on year in June and rose 1.2% in July, although it remained down 1.2% cumulatively from January through July. In mid-August, the monitored price of AA-grade 120 gsm corrugating medium rose 0.5% from the previous ten-day period, while imported softwood pulp rose 0.9%.
During the same period, the manufacturing new-orders index stood at 48.5% in July, below the 50% threshold. It is not a paper-industry order index, but it is a useful reminder: firmer prices do not mean that demand has strengthened simultaneously across every end market.

Level One | Notice Signal: Why Companies Propose Price Increases
On 10 August 2026, multiple Nine Dragons Paper mills issued customers with price-adjustment notices covering different grades and effective dates. Consolidating the verifiable originals produces the following operating snapshot.

Shanying International: Jinshan and Hongshan grades at its Zhejiang, Anhui and Suzhou mills. Dongguan Jianhui Paper: premium kraftliner. Each notice proposes an increase of RMB 50 per tonne.
26 August 2026 |Shanying International’s Guangdong mill proposed an increase of RMB 50 per tonne for its Jinshan and Hongshan grades.
28 August 2026 |Nine Dragons Paper’s Dongguan mill proposed an increase of RMB 50 per tonne for Jianglong-brand white-lined chipboard, while Dongguan Jianhui Paper proposed the same increase for all coated white-lined chipboard brands.
7 September 2026 |Nine Dragons Paper’s Dongguan mill proposed an increase of RMB 50 per tonne for Dilong- and Nine Dragons-brand white-lined chipboard.
The notices cite sustained increases in raw-material and other comprehensive costs, together with persistently high operating costs. They demonstrate proposed quotation changes; they do not prove that the higher net price has been realised for every grade, customer and effective date.

Level Two | Market Signal: Have Prices Started to Move?
For the same corrugating-medium specification, the monitored market price rose from RMB 3,216.3 per tonne in early July to RMB 3,263.2 in mid-July, was RMB 3,260.2 in late July, fell to RMB 3,212.4 in early August, and recovered to RMB 3,228.8 in mid-August.
This is not a one-way rise, but a sequence of “increase—pullback—modest recovery”. It shows that the distribution market is searching for a new price level, but it cannot substitute for mill ex-works prices or customers’ net transaction prices.
Level Three | Operating Signal: Have the Spread and Profit Been Retained?
Recent Official Filing | Nine Dragons Paper Profit Alert, 20 August 2026
For the year ended 30 June 2026, the Group expects profit ofRMB 3.9–4.1 billion,representing year-on-year growth of77.1%–86.2%.The company attributes the increase mainly to higher sales volume and to product selling prices rising faster and by more than raw-material costs, thereby improving gross profit.
The announcement is an unaudited preliminary assessment. It is closer to an operating outcome than a price-increase notice, but it still does not prove that every grade or every round of notices has been fully implemented.

02 · HOW PRICES ARE FORMED
What Drives Paper Prices Up or Down?
Driver One | Sustained Changes in Cost
Fibre, energy, chemicals, logistics, environmental operations and working-capital requirements together determine a paper mill’s cost base. Higher costs can create a need for price adjustment, but the phrase “raw materials have all risen” cannot explain every paper grade.
In July, purchase prices for timber and pulp were down 0.5% year on year and 2.0% cumulatively from January through July. In mid-August, imported softwood pulp rose 0.9% from the previous ten-day period and Shanxi premium blended coal rose 2.5%. Long-cycle year-on-year movements, short-cycle sequential changes and the fibre furnish of each grade are not identical; companies need to present their own cost bridge.
Driver Two | Supply, Demand and Inventory Permit Price Transmission
Rising orders, falling inventories, machine downtime or the exit of high-cost capacity can tighten short-term supply. New capacity, restarts, inventory accumulation or weaker downstream orders can create downward pressure. Price-increase notices and downtime plans are leading signals; orders, inventories, operating rates and post-restart prices provide confirmation.
Driver Three | The Product Creates Verifiable Customer Value
Customers deciding whether to accept a higher net price consider not only the mill’s cost, but also alternative supply and actual performance in use. More consistent quality, fewer web breaks and stoppages, lower converting losses and more reliable delivery can all reduce the customer’s total cost in use.
Lightweighting is not simply the use of less fibre; it means completing the same packaging task with less material. Meeting base-paper specifications does not automatically mean that the corrugated board or finished box will achieve the required performance.

Driver Four | Transaction Terms and Risk Are Repriced
The same quoted price per tonne can produce very different operating outcomes under cash payment or extended terms, delivered or ex-works pricing, and standard or special specifications. Freight, rebates, payment terms, minimum order quantities, quality claims and delivery volatility all affect net price and cash generation.
Paper prices can also fall for rational reasons: lower raw-material costs, new capacity, weaker orders, inventory accumulation, substitution, or discounts, rebates and extended payment terms used to secure volume. Direction cannot be judged from a quotation sheet alone.
Paper Talk · Reading the Numbers: Why Are “Price-Cut Notices” So Rare?
Price-increase notices are often used to reset a quotation benchmark and effective date consistently. Reductions are more commonly transmitted by sales teams through new quotations, discounts, rebates, payment terms or customer negotiations, enabling faster order conversion while preserving customer and regional differentiation. The absence of a price-cut notice does not mean that prices have not fallen—the customer’s final net price may already have declined through these transaction terms.
03 · EFFECTIVE PRICE ADJUSTMENTS
How to Design an Effective Price Adjustment
Step One | Fix the Basis of Comparison
Establish a baseline by customer, grade, specification, delivery location, tax and freight treatment, payment terms and service conditions. Without a like-for-like basis, notice prices, average selling prices and customer net prices cannot be compared.
Step Two | Build the Cost Bridge
Break down fibre, energy, chemicals, freight, labour, quality losses and working-capital requirements. Short-term order decisions should consider incremental cash cost; sustained production should consider mill cash cost; long-term pricing and investment should consider full manufacturing cost. Financing and capital expenditure should be reviewed separately.

Step Three | Test Orders, Inventory and Alternative Supply
Model at least three scenarios: a higher net price with stable orders; a higher net price with lower volume; and an announced increase that is surrendered through discounts or longer payment terms. Customer retention, operating rates, inventory and product mix must sit on the same operating scorecard.
Step Four | Put Customer Value into the Quotation
The explanation cannot stop at “our costs have increased”. Consistency, lightweighting, converting efficiency, delivery assurance, compliance evidence and collaborative development determine why a customer may accept a higher net price. Different products need not follow the same increase or timing.
Step Five | Price Independently and Track Realisation
If a notice proposes an increase of RMB 50 per tonne but the like-for-like net price rises by only RMB 30, the net-price realisation rate is 60%. The next checks are order retention, unit cost, gross profit, collections and operating cash flow.
Each business must determine price adjustments independently on the basis of its own costs, contracts and customer value. Competing businesses must not enter into or implement monopoly agreements that fix or change commodity prices.

04 · SHARED VALUE ACROSS THE SUPPLY CHAIN
From Price Conflict to Shared Value
Tension between a mill’s need to raise prices and a customer’s need to control costs is natural, but it need not become a zero-sum contest. The answer is not a more forceful justification for higher prices, but a price adjustment that also delivers stable supply, better quality, lower customer losses and more sustainable product choices.
Item One | Costs Are Explainable
Identify which grade, fibre type, energy input or service cost changed, the comparison period used and the magnitude of the impact. Macroeconomic indices, actual company costs and customer quotations must remain distinct.
Item Two | Product Value Is Measurable
Connect the price adjustment to results at the customer’s site: whether the packaging task is preserved after lightweighting; whether edge-crush strength, bonding and box performance remain stable; and whether web breaks, warp, waste and downtime decline. The customer is buying a more stable production outcome and a more controllable total cost.
Item Three | Service Commitments Are Transferable
Include on-time, in-full delivery, lead-time volatility, emergency-order response, quality-complaint handling and problem-closure time in the service metrics. After a price increase, the customer should know exactly what supply assurance it is receiving.
Item Four | Efficiency Gains Are Shareable
Paper mills, corrugated-board plants and end customers can jointly improve demand forecasting, specification rationalisation, lightweighting validation, inventory positioning, grade-change schedules and loss data. Collaboration does not mean uniform pricing; it means reducing rush orders, obsolete inventory, repeated trials and quality losses through bilateral contracts and independent decisions.
Item Five | Sustainability Value Is Evidence-Based
Recovered fibre, lightweighting, fibre traceability, water and energy efficiency, and designs that are easier to recycle must all be validated for the specific grade and final package. A green label cannot replace evidence on strength, converting performance, recovery pathways and total customer cost, nor should breakage, waste or food loss be shifted downstream.

A sound price adjustment is not a contest for margin between upstream and downstream businesses; it uses more consistent products and service to reduce total system cost.
05 · NET PRICE AND CASH
Why Does Cash Lag Behind Quoted Price Increases?
Shanying International disclosed that the spread between the average selling price and unit cost of base paper was RMB 94.34 per tonne in 2025, narrowing 32.74% year on year, while the papermaking segment’s gross margin was 3.22%. Selling price, cost and margin do not automatically move in the same direction.

In its interim report for the six months ended 31 December 2025, Nine Dragons Paper disclosed an 8.3% increase in sales volume and a 2.7% increase in average selling price, while gross margin rose from 9.5% to approximately 14.4%. The company attributed the improvement to higher selling prices together with lower raw-material costs. These figures are not for the first half of calendar year 2026 and are not an industry average.

Cash must clear another hurdle. Changes in receivables, inventories and payables should be reviewed alongside operating cash flow, essential capital expenditure and interest burden. Without comparable segment cash-flow and volume data for the paper business, “operating cash flow per tonne” should not be calculated.

How Price Recovery Becomes Capability
Additional cash often first replenishes working capital, pays interest and maintains capacity. Only sustained investment in quality, resource efficiency, ramp-up speed and delivery reliability—demonstrated through yield, unit consumption, repeat business and on-time delivery—becomes customer-verifiable value in the next cycle.

Smurfit Westrock disclosed in its 2025 Annual Report that price-adjustment clauses in some customer contracts may still be insufficient to cover higher costs. In its corrugated and consumer-packaging businesses, even where price increases can be implemented, a lag of approximately three to six months typically remains between raw-material inflation and realisation in customer pricing. This is not a rule for the Chinese market, but it demonstrates that price transmission takes time.

Three “Price Increases” That Are Easy to Misread
A higher net price accompanied by a marked decline in volume, customer retention or operating rate may be only a price recovery within a contracting business. If gross-profit improvement comes mainly from lower raw-material costs, it may be more cyclical than structural. If profit rises without a corresponding improvement in operating cash flow, while receivable days or inventory days lengthen, the improvement may remain largely on paper.

Understanding the logic of price increases is not the same as resisting them. A healthy paper value chain needs rational prices so that mills can procure reliably, maintain equipment, sustain environmental operations, improve quality and continue innovating. Customers, in turn, need each price change to have a clearly defined scope, a transparent cost basis, a service commitment and verifiable benefits.

A price-increase notice expresses intent; the market price confirms direction; net price, orders, customer satisfaction and cash are the outcomes that show what the adjustment actually delivered.
