一份外卖,包装该怎么选?
它真正值得研究的地方,不是会不会让某种材料退出外卖,而是能否把“绿色包装”变成商户现场可以执行的选择逻辑:一份餐品应该用什么包装、用几层、是否需要封口,使用后又进入哪条真实路径?
本文主轴:餐品分类 → 包装选型 → 安全履约 → 减量末端 → 门店SOP → 供应链证明。

DB11/T 2510—2026不是一张材料黑名单,而是一套从安全和功能出发、经过减量,再连接回收、降解或重复使用的商户选择规则。
01 RECOMMENDATION / BOUNDARY
它管的是选择逻辑,不是材料黑名单
地方标准属于推荐性标准。《中华人民共和国标准化法》明确,行业标准、地方标准是推荐性标准;强制性标准必须执行,国家鼓励采用推荐性标准。因此,这项指南不等同于北京市从9月1日起对所有外卖包装新增一项统一禁令,也不意味着纸、塑料、铝箔或生物降解材料中的某一种被全面禁止。
商户现场的四个追问
必要吗? 这层膜是否真的增加安全或配送可靠性?
能减吗? 能否减薄、缩窄,或由盒盖、卡扣完成密封?
能分吗? 使用后能否拆开并进入真实回收、降解或复用路径?

02 FOOD SCENARIO
汤汁和温度,开始决定包装形式
官方解读将外卖包装分为“简易包装”和“密封包装”。北京市政府门户转载的公开解读进一步给出尺度:无汤汁,或者汤汁高度不超过容器四分之一的全包裹餐品,可使用简易包装;汤汁高度超过四分之一,则进入密封包装的判断范围。这个四分之一是公开解读中的分类尺度,不扩写成独立法律条款。
常温、低温和冰品非必要不使用塑料缠绕膜封口;高温餐品确有需要时,可以少量使用窄幅封边缠绕膜;饮品则建议选择容易与杯体物理分离的封口纸。
包子、饼类可以用袋包装;汉堡、三明治、热狗应减少包装层数;披萨、蛋糕推荐纸餐盒;炒菜、盖饭可采用带盖、无密封结构;烧烤可用铝箔并配合封口袋;饺子、寿司可用分格结构减少挤压和串味。

03 FOUR PRINCIPLES
四项原则不是并列口号,而是一套顺序
01|安全 先满足食品卫生、耐温、防渗漏和配送卫生要求。
02|减量 包装尺寸匹配餐品,减少层数、膜材、空隙和冗余外袋。
03|末端 “易回收”与“可降解”是两条路径,不能被材料名称混为一谈。

04 MERCHANT ACTIONS
商户怎么做?五步清单
指南最终要落在打包台上。商户不需要先研究所有材料名词,可以从每一道餐品开始,按五步建立自己的包装选择规则。
01 / 给菜单分类
记录出餐温度、汤汁高度、油脂水平、配送时间和泄漏风险。无汤汁或汤汁不超过容器四分之一,可优先评估简易包装;超过四分之一,重点判断密封包装。
02 / 选择包装形式
常温、低温和冰品非必要不使用塑料缠绕膜;高温餐品确有需要时少量使用窄幅封边膜;饮品优先评估容易与杯体分离的封口纸。
03 / 先过安全检查
核对食品接触和卫生要求、适用温度、盒盖密封、防拆封、渗漏和配送污染风险。不能为了少一层材料而降低安全履约。
04 / 做减量与末端检查
尺寸与餐品匹配,减少层数和冗余外袋,优先单一材质或易分离结构;采用可降解材料时,同时核对材料标准、收集方式和处理条件。
05 / 固化门店SOP
博碳建议:为每个SKU固定包装型号、装配方式、封膜条件和例外处理;先做真实配送测试,再培训人员;持续记录包装用量、泄漏投诉、返工率和采购成本。
三个不要:不要机械地把全部塑料换成纸;不要在安全条件不足时强行取消密封;不要在没有标准和末端条件时,把“可降解”宣传成已经实现环境收益。

包装行业的机会与挑战
机会一|从卖单个包装,转向卖SKU解决方案。餐饮商户需要餐品—包装矩阵:温度、汤汁比例、油脂水平、配送距离、密封风险和食用方式对应什么结构,哪些SKU可减少一层膜,哪些SKU必须保留防泄漏方案。能同时交付包装、封口、分格和门店SOP的供应商,更接近真实采购决策。
机会二|把标准转成品牌和平台的运营接口。连锁品牌和外卖平台可以把指南转化为采购目录、门店培训、绿色门店评价和平台提示规则。推荐性标准本身不是统一强制禁令,但被采购合同、平台规则或品牌内控标准引用后,可能变成现实的供应链准入条件。
挑战一|功能边界不能被环保口号覆盖。高温、高油、高汤汁和长距离配送会把阻隔、耐热、密封和运输可靠性同时推到前台。供应商要证明食品接触安全、耐油耐水耐热、密封与防泄漏,不能只提交“纸基”“无塑”或“可降解”标签。
挑战二|末端路径和成本必须同时成立。易回收依赖识别、分类、分离和现实回收系统;可降解依赖材料标准和匹配的处理条件。包装层数、单位餐品材料用量、结构可分离性、纸纤维真实回收路径或降解处理条件,以及商户能够接受的成本,都要进入同一张证明表。
机会三|纸基阻隔、可分离结构和封口材料有明确入口。纸基包装会获得更清晰的应用机会,但“纸基”不等于天然绿色。针对具体SKU用更少材料完成必要功能,并把安全、性能、末端路径和成本一起证明,才是可持续的产品机会。
因此,包装行业真正面对的不是“纸替塑还是塑替纸”,而是能否把材料、结构、门店动作和末端路径整合成一个可交付方案。

How Should a Takeaway Meal Be Packaged?
What makes the guide worth studying is not whether it will drive a particular material out of takeaway packaging, but whether it can turn “green packaging” into a practical selection framework for merchants: what package should be used for each meal, how many layers are necessary, whether a seal is required, and which viable route the package will follow after use.
Analytical framework: Food classification → packaging selection → safe fulfilment → source reduction and end-of-life route → store SOP → supply-chain evidence.

DB11/T 2510-2026 is not a materials blacklist. It is a set of selection rules for merchants that begins with safety and functionality, applies source reduction, and then connects the package to recycling, biodegradation or reuse.
01 RECOMMENDATION / BOUNDARY
It Governs Selection Logic, Not a Materials Blacklist
Local standards are voluntary standards. The Standardization Law of the People's Republic of China states that industry standards and local standards are voluntary, while mandatory standards must be implemented and the state encourages the adoption of voluntary standards. The guide therefore does not amount to a new blanket ban on all takeaway packaging in Beijing from 1 September, nor does it prohibit paper, plastic, aluminium foil or biodegradable materials as an entire category.
Four Questions for Merchants at the Packing Station
Is it necessary? Does this film layer genuinely improve safety or delivery reliability?
Can it be reduced? Can it be made thinner or narrower, or can the lid or a locking tab provide the seal?
Can it be separated? After use, can the components be separated and enter a genuine recycling, biodegradation or reuse route?

02 FOOD SCENARIO
Soup Content and Temperature Determine the Packaging Format
The official interpretation divides takeaway packaging into “simple packaging” and “sealed packaging.” A public interpretation reproduced on the Beijing municipal government portal provides a practical threshold: meals with no liquid, or fully enclosed meals in which the liquid level does not exceed one-quarter of the container height, may use simple packaging; when the liquid level exceeds one-quarter, sealed packaging should be considered. This one-quarter threshold is a classification criterion in the public interpretation and should not be presented as a separate legal provision.
For ambient-temperature, chilled and frozen items, plastic wrapping film should not be used unless necessary. When hot meals genuinely require sealing, a small amount of narrow edge-sealing film may be used. For beverages, the guide recommends paper seals that can be physically separated easily from the cup.
Steamed buns and flatbreads may be packed in bags; burgers, sandwiches and hot dogs should use fewer packaging layers; pizza and cakes are suited to paper food boxes; stir-fried dishes and rice bowls may use lidded containers without a separate sealing structure; barbecue items may use aluminium foil together with a sealing bag; and dumplings or sushi may use divided compartments to reduce crushing and flavour transfer.

03 FOUR PRINCIPLES
The Four Principles Form a Sequence, Not Four Parallel Slogans
01 | Safety First satisfy food hygiene, temperature-resistance, leak-prevention and hygienic delivery requirements.
02 | Reduction Match the package size to the food and reduce layers, film, void space and unnecessary outer bags.
03 | End of Life “Easy to recycle” and “biodegradable” describe two different routes and must not be conflated simply because of a material name.
04 | Reuse The public interpretation focuses reuse primarily on secondary uses for outer packaging that does not directly contact food.

04 MERCHANT ACTIONS
What Should Merchants Do? A Five-Step Checklist
The guide ultimately has to work at the packing station. Merchants do not need to begin by mastering every materials term; they can start with each menu item and build their packaging-selection rules in five steps.
01 / Classify the Menu
Record serving temperature, liquid level, fat content, delivery time and leakage risk. Meals with no liquid, or with liquid not exceeding one-quarter of the container height, may first be assessed for simple packaging; above that threshold, focus on whether sealed packaging is required.
02 / Select the Packaging Format
For ambient-temperature, chilled and frozen items, avoid plastic wrapping film unless necessary. For hot meals that genuinely require it, use only a small amount of narrow edge-sealing film. For beverages, first assess paper seals that can be separated easily from the cup.
03 / Verify Safety First
Check food-contact and hygiene requirements, service temperature, lid sealing, tamper evidence, leakage and the risk of contamination during delivery. Material reduction must not compromise safety or delivery performance.
04 / Check Reduction and the End-of-Life Route
Match the package size to the food, reduce layers and unnecessary outer bags, and prioritize mono-material or readily separable structures. When biodegradable materials are used, verify the applicable material standards, collection arrangements and treatment conditions at the same time.
05 / Standardize the Store SOP
BIOTEN recommendation: standardize the packaging model, assembly method, sealing conditions and exception handling for each SKU; conduct real delivery tests before training staff; and continually track packaging consumption, leakage complaints, rework rates and procurement costs.
Three things not to do: Do not mechanically replace all plastic with paper. Do not remove sealing where safety conditions do not permit it. Do not claim that “biodegradable” materials have already delivered environmental benefits when no applicable standard or end-of-life conditions are in place.

07 ECOLOGICAL AND ENVIRONMENTAL CODE
Connecting the Guide to the Higher-Level Legal Framework
China's Ecological and Environmental Code came into force on 15 August 2026. It does not convert every food-specific packaging practice in the Beijing guide directly into a uniform national rule, but it provides a clearer higher-level legal direction for green takeaway services.
Article 953 / CIRCULAR ECONOMY
The circular-economy framework emphasizes reduction, reuse and resource recovery, providing higher-level legal logic for questions such as whether a layer can be eliminated, whether an item can be reused and how it should be handled after use.
Articles 973 and 974 / PACKAGING
The Code encourages green and reduced packaging and seeks to prevent excessive packaging. The food-delivery sector should reduce packaging, prioritize reusable and readily recyclable packaging, and actively promote recovery and recycling.
Article 1000 / GREEN SUPPLY CHAIN
Businesses should implement green procurement, build green supply chains and promote coordinated green transformation across upstream and downstream partners.
Article 1001 / FOOD SERVICE
Food-service businesses should adopt material-saving technologies, equipment and facilities that help protect the ecological environment, and reduce consumer goods that waste resources or pollute the environment.

08 OPPORTUNITIES / CHALLENGES
Opportunities and Challenges for the Packaging Industry
Opportunity 1 | Shift from selling individual packages to delivering SKU-level solutions. Food-service merchants need a food-to-packaging matrix that maps temperature, liquid proportion, fat content, delivery distance, sealing risk and eating method to the appropriate structure. It should identify which SKUs can eliminate a film layer and which must retain a leak-prevention solution. Suppliers able to deliver packaging, sealing, compartmentalization and store SOPs together are closer to the realities of procurement decisions.
Opportunity 2 | Turn the standard into an operating interface for brands and platforms. Restaurant chains and delivery platforms can translate the guide into procurement catalogues, store training, green-store evaluation and in-platform prompts. The voluntary standard is not itself a blanket mandatory ban, but once incorporated into procurement contracts, platform rules or internal brand controls, it may become a practical condition of supply-chain access.
Challenge 1 | Environmental claims cannot override functional boundaries. Hot, oily or liquid-rich foods and long delivery distances bring barrier performance, heat resistance, sealing and transport reliability to the forefront at the same time. Suppliers must demonstrate food-contact safety, resistance to oil, water and heat, sealing performance and leak prevention; labels such as “paper-based,” “plastic-free” or “biodegradable” are not sufficient on their own.
Challenge 2 | The end-of-life route and economics must work together. Recyclability depends on identification, sorting, separation and an actual recovery system; biodegradability depends on applicable material standards and compatible treatment conditions. The number of packaging layers, material use per meal, structural separability, viable fibre-recycling or biodegradation routes, and a cost acceptable to merchants must all appear in the same evidence framework.
Opportunity 3 | Clear openings for paper-based barriers, separable structures and sealing materials. Paper-based packaging will gain clearer application opportunities, but “paper-based” does not automatically mean environmentally preferable. The sustainable product opportunity lies in using less material to deliver the required functions for a specific SKU, while demonstrating safety, performance, end-of-life viability and cost.
The industry's real question is therefore not whether paper should replace plastic or plastic should replace paper, but whether materials, structures, store practices and end-of-life routes can be integrated into a deliverable solution.
